Cash on Delivery in Pakistan: Can You Open the Parcel First?

Why the rider says no

This is the most common misunderstanding about cash on delivery in Pakistan, and it causes a lot of doorstep arguments that nobody can win.

The rider is not making a judgment about you. Whether a parcel can be opened before payment is a setting on the shipment itself, chosen by the sender when the order was booked. Couriers call it open-box delivery or check-on-delivery. If the seller did not enable it, the rider has no authority to override that, and handing over an unpaid, opened parcel can come out of their own money.

So the useful question is not "will the rider let me?" but "did the seller enable it?" — and that is something you can find out before you order rather than at the door.

Ask before you order, not at the door

If being able to check the contents matters to you, message the seller before placing the order and ask whether open-box delivery is available on their shipments. Get the answer in writing.

Sellers vary. Some enable it as a trust signal, particularly for higher-value items or for customers ordering from them the first time. Others do not, usually because it raises their return costs — an opened parcel that is then refused cannot simply go back on the shelf.

Neither answer makes a seller dishonest. But a seller who answers the question clearly is telling you something useful about how they operate.

What you can do: refuse the whole parcel

Here is the part most shoppers do not realise they have.

You are generally not obliged to accept a cash-on-delivery parcel at all. If you refuse it at the door, you pay nothing and the parcel goes back to the sender. No payment changes hands, so there is no refund to chase — which is precisely why cash on delivery remains the safer way to buy from a store you have not used before.

What you usually cannot do is the middle option: open it, examine the contents, and then decide. That is the thing open-box delivery exists to provide, and without it the choice at the door is accept or refuse.

Refuse before paying, not after. Once you have handed over the cash, you are in the returns process rather than the refusal process, and that is slower for everyone.

What refusing actually costs

Nothing directly, in most cases. You pay nothing and the parcel returns to the sender.

It is worth knowing what happens on the other side, though. The seller absorbs a return-to-origin charge from the courier, both directions, on an order that earned them nothing. That is the reason many Pakistani sellers are wary of cash on delivery, and why a few ask for partial advance payment on expensive items.

None of that is your problem if the parcel genuinely looks wrong. But refusing an order casually — because you changed your mind days ago and did not cancel — is a real cost to a small seller. If you no longer want something, cancelling before it ships is better for everyone and takes a minute.

What to check at the door, when you cannot open it

Even without open-box, the outside of a parcel tells you a surprising amount.

Check the label matches your name, address and the seller you ordered from. A mismatched sender name is worth pausing over.

Feel the weight. You know roughly what you ordered. A box that is conspicuously light or heavy for its contents is a reason to ask questions.

Look for damage — crushing, a torn seal, water marks, tape that does not match the rest of the packaging. Visible damage is a legitimate reason to refuse there and then, and it is far easier to refuse a damaged box than to argue about it afterwards.

Photograph the parcel before you open it, especially if anything already looks off. If you end up in a dispute, a photograph of the sealed box as it arrived is one of the most useful things you can have.

After you have paid

Once payment is made, you are in the seller's returns process, which is why reading it before ordering matters.

Open the parcel promptly rather than leaving it for a week. Return windows run from delivery, and a seller who would happily have replaced a faulty item on day one is in a harder position much later. If something is wrong, photograph the item beside its packaging and contact the seller the same day.
